I believe it is easy to find: the European Union embodies the principle of open society, which could serve as a force for a global open society. &lt;/p&gt; &lt;p&gt;Let me explain what I mean.  &lt;/p&gt; &lt;p&gt;The concept of an open society was first used by the French philosopher Henri Bergson in his book  &lt;i&gt;The Two Sources of Morality and Religion &lt;/i&gt;. One source, according to Bergson, is tribal and leads to a closed society whose members feel affinity for each other but fear or hostility towards others. The other source is universal, leading to an open society guided by universal human rights that protects and promotes the freedom of the individual. &lt;/p&gt; &lt;p&gt;Karl Popper modified this scheme in his seminal book  &lt;i&gt;The Open Society and Its Enemies &lt;/i&gt;, published in 1944. Popper pointed out that an open society can be endangered by abstract, universal ideologies like communism and fascism. Because these ideologies’ claim to be in possession of the ultimate truth is bound to be false, they can be imposed on society only through repression and compulsion. By contrast, an open society accepts uncertainty, and it establishes laws and institutions that allow people with divergent views and interests to live together in peace. &lt;/p&gt; &lt;p&gt;The EU embodies the principles of an open society to a remarkable extent. Although its guiding principles have not been enshrined in a constitution, even this may be appropriate to an open society because, as Popper argued, our imperfect understanding does not permit permanent and eternally valid definitions of social arrangements. &lt;/p&gt; &lt;p&gt;The EU was brought into existence by a process of piecemeal social engineering – the method Popper considered appropriate to an open society – directed by a far-sighted, purposeful elite who recognized that perfection is unattainable. It proceeded step by step, setting limited objectives with limited timetables, knowing full well that each step would prove inadequate and require a further step. &lt;/p&gt; &lt;p&gt;That step-by-step approach ground to a halt with the defeat of the European Constitution. The EU is left in an untenable position, with an enlarged membership of 27 states and a governing structure designed for six. The political will to keep the process moving forward has eroded. The memory of past wars has faded, and the threat posed by the Soviet Union has disappeared. Nationalist, xenophobic, and anti-Muslim sentiments are on the rise, aggravated by the failure to integrate immigrant communities. &lt;/p&gt; &lt;p&gt;Unfortunately the disarray within the EU is part of a broader global turmoil. The United States used to be the dominant power and set the agenda for the world. But President George W. Bush’s war on terror undermined the basic principles of American democracy by expanding executive powers. It undermined the critical process that is at the heart of an open society by treating any criticism of the administration’s policies as unpatriotic, thereby allowing Bush to order the invasion of Iraq. &lt;/p&gt; &lt;p&gt;Worse still, the war on terror was counterproductive. It increased the terrorist threat by creating innocent victims, while leading to a precipitous decline in American power and influence. As a result, the US is no longer in a position to set the world’s agenda. &lt;/p&gt; &lt;p&gt;The EU cannot possibly take the place of the US as the world’s leader. But it can set an example, both within its own borders and beyond. The prospect of membership has been the most powerful tool in turning candidate countries into open societies. Although most of its citizens do not realize it, the EU serves as an inspiring example. All that is needed now is for Europe’s people to be inspired by the idea of the EU as the prototype of a global open society. &lt;/p&gt; &lt;p&gt;What this means in principle can be stated concisely: the EU needs a common foreign policy. That is the one part of the European constitution that urgently needs to be rescued. &lt;/p&gt; &lt;p&gt;In the meantime, the absence of institutional reform should not be allowed to serve as a pretext for inaction. &lt;/p&gt; &lt;p&gt;The EU already possesses ample resources to make an impact on the world stage: &lt;/p&gt; &lt;ul&gt;&lt;li&gt;half of the world’s overseas development assistance;  &lt;/li&gt;&lt;li&gt;the biggest single market in the world;  &lt;/li&gt;&lt;li&gt;45,000 diplomats;  &lt;/li&gt;&lt;li&gt;almost 100,000 peace-keepers serving on every continent;  &lt;/li&gt;&lt;li&gt;and the prospect of using trade, aid, and membership as catalysts to encourage neighboring states to become open societies. &lt;/li&gt;&lt;/ul&gt; &lt;p&gt;Where Europe has adopted a common policy – such as on Iran – it has succeeded in persuading others, including the US, to change long-held positions. But all too often the EU fails to live up to its potential. &lt;/p&gt; &lt;p&gt;For example, Europe has made little progress in formulating a common energy policy, leaving it increasingly dependent on Russia, which has not hesitated to exploit its bargaining position. Likewise, the EU has failed to give adequate support to Georgia, or to impose appropriate sanctions on Uzbekistan for last year’s massacre at Andijon. Nor has the European Neighborhood Policy gathered any momentum, while the EU’s treatment of Turkey is pushing an important ally in the wrong direction. &lt;/p&gt; &lt;p&gt;There is also trouble brewing in some of the newly admitted member countries, such as Hungary and Poland, where the EU could play a more proactive role in promoting democratic stability. &lt;/p&gt; &lt;p&gt;Needless to say, a common EU foreign policy should not be anti-American. Such a posture would be self-defeating, because it would reinforce the division of the international community that the Bush administration has initiated. Five years after 9/11, a misleading figure of speech applied literally has unleashed a real war fought on several fronts -- Iraq, Gaza, Lebanon, Afghanistan, Somalia -- a war that has killed thousands of innocent civilians and enraged millions around the world. Yet al Qaeda has not been subdued; a plot that could have claimed more victims than 9/11 has just been foiled by the vigilance of British intelligence.&lt;/p&gt; &lt;p&gt;Unfortunately, the "war on terror" metaphor was uncritically accepted by the American public as the obvious response to 9/11. It is now widely admitted that the invasion of Iraq was a blunder. But the war on terror remains the frame into which American policy has to fit. Most Democratic politicians subscribe to it for fear of being tagged as weak on defense.&lt;/p&gt; &lt;p&gt;What makes the war on terror self-defeating?&lt;/p&gt; &lt;p&gt;• First, war by its very nature creates innocent victims. A war waged against terrorists is even more likely to claim innocent victims because terrorists tend to keep their whereabouts hidden. The deaths, injuries and humiliation of civilians generate rage and resentment among their families and communities that in turn serves to build support for terrorists.&lt;/p&gt; &lt;p&gt;• Second, terrorism is an abstraction. It lumps together all political movements that use terrorist tactics. Al Qaeda, Hamas, Hezbollah, the Sunni insurrection and the Mahdi army in Iraq are very different forces, but President Bush's global war on terror prevents us from differentiating between them and dealing with them accordingly. It inhibits much-needed negotiations with Iran and Syria because they are states that support terrorist groups.&lt;/p&gt; &lt;p&gt;• Third, the war on terror emphasizes military action while most territorial conflicts require political solutions. And, as the British have shown, al Qaeda is best dealt with by good intelligence. The war on terror increases the terrorist threat and makes the task of the intelligence agencies more difficult. Osama bin Laden and Ayman al-Zawahiri are still at large; we need to focus on finding them, and preventing attacks like the one foiled in England.&lt;/p&gt; &lt;p&gt;• Fourth, the war on terror drives a wedge between "us" and "them." We are innocent victims. They are perpetrators. But we fail to notice that we also become perpetrators in the process; the rest of the world, however, does notice. That is how such a wide gap has arisen between America and much of the world.&lt;/p&gt; &lt;p&gt;Taken together, these four factors ensure that the war on terror cannot be won. An endless war waged against an unseen enemy is doing great damage to our power and prestige abroad and to our open society at home. It has led to a dangerous extension of executive powers; it has tarnished our adherence to universal human rights; it has inhibited the critical process that is at the heart of an open society; and it has cost a lot of money. Most importantly, it has diverted attention from other urgent tasks that require American leadership, such as finishing the job we so correctly began in Afghanistan, addressing the looming global energy crisis, and dealing with nuclear proliferation.&lt;/p&gt; &lt;p&gt;With American influence at low ebb, the world is in danger of sliding into a vicious circle of escalating violence. We can escape it only if we Americans repudiate the war on terror as a false metaphor. If we persevere on the wrong course, the situation will continue to deteriorate. It is not our will that is being tested, but our understanding of reality. It is painful to admit that our current predicaments are brought about by our own misconceptions. However, not admitting it is bound to prove even more painful in the long run. The strength of an open society lies in its ability to recognize and correct its mistakes. It is located in the centre of Shanxi Province. It is 90 kilometers away from the south of Tai Yuan (the main city of Shanxi province) on the Fen River.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;Ping Yao ancient City is an outstanding example of Chinese Han nationality during Ming and Qing Dynasties, remaining all features of such periods, Ping Yao ancient city reveals a picture of unexpected cultural, social, economic and religious development in Chinese history, said by UNESCO.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;In 1997, Ancient Ping Yao City was formally confirmed” World Culture Heritage” by UNESCO, and was listed in World Heritage List.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;Ping Yao is the prototype of an ancient the seat of government, also is the birthplace of Shanxi merchants. There are several places of interest you must go. For example, Ping Yao City Wall, Seat of the country Government, Shuang Lin Temple and Rishengchang (Sunrise Prosperity)…..etc (Here I have to show the picture to my audience, because most of them don’t know those places).&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;Now I will introduce the birthplace of Shanxi merchants . After this you will know (which is) the first bank in China. During the Ming and Qing Dynasties, the business man organized commercial groups so that they can engage in Business nationwide. Therefore Shanxi province having some of the most important commercial groups, fortunately Ping Yao as the center at that time period &lt;span style="color: rgb(152, 72, 6);"&gt;The Xiyucheng (&lt;/span&gt;&lt;/span&gt;&lt;span style="font-size: 14pt; line-height: 115%; font-family: SimSun; color: rgb(152, 72, 6);" lang="ZH-CN"&gt;西裕成&lt;/span&gt;&lt;span style="font-size: 14pt; line-height: 115%; color: rgb(152, 72, 6);"&gt;) dye store in the west street dealt in remittance. In 1823 it became the first draft bank in China, dealing in bank drafts rather than in silver or gold money. Known as Rishengchang (Sunrise Prosperity), it’s the first bank in China. During hundreds of years of the draft banking lasted in China, Ping Yao became the hub (as important as the New York City in American now!) as other local merchants opened similar banks in their cities. Therefore the branch banks were set up in major cities in China and in Asia soon. This led to the great prosperity in Ping Yao, with its subsequent economic, cultural and societal development, Courtyards became more flourishing. Streets, shops and stores were developed and enlarged. So its products, such as lacquer ware and clay sculptures, became well known.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 14pt; line-height: 115%;"&gt;The same as the other places of interest, we have lots of delicious local food. Such as Ping Yao Beef, WanTuzi, Deep fried sweet rice balls, and Steamed oat noodles….etc. You can eat them in every restaurant, even every corner of the street in the City of Ping Yao. We have lots of special products as well. First, you have to take a flight to reach Tai Yuan City(Tai Yuan Wu Xu airport is not a international airport, so you have to take a fight reach Beijing international airport first, then change to a local domestic airline to reach there), after that you need to transfer to train and bus. For your safety, I strongly recommend you to take a train. Because lots of carriage accidents happened on the Highway and Expressway. Other reason is some of the drivers are really crazy! The Tong Pu railway line run north-south through or near Ping Yao, frequent trains run between two cities. The sticking-point is Hamas's unwillingness to recognize the existence of Israel, but that could be made a condition for an eventual settlement rather than a precondition for negotiations. Demonstrating military superiority is not sufficient as a policy for dealing with the Palestinian problem. There is now the chance of a political solution with Hamas brought on board by Saudi Arabia. In some ways it resembles other crises that have occurred since the end of the second world war at intervals ranging from four to 10 years.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;However, there is a profound difference: the current crisis marks the end of an era of credit expansion based on the dollar as the international reserve currency. The periodic crises were part of a larger boom-bust process. The current crisis is the culmination of a super-boom that has lasted for more than 60 years.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Boom-bust processes usually revolve around credit and always involve a bias or misconception. This is usually a failure to recognise a reflexive, circular connection between the willingness to lend and the value of the collateral. Ease of credit generates demand that pushes up the value of property, which in turn increases the amount of credit available. A bubble starts when people buy houses in the expectation that they can refinance their mortgages at a profit. The recent US housing boom is a case in point. The 60-year super-boom is a more complicated case.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Every time the credit expansion ran into trouble the financial authorities intervened, injecting liquidity and finding other ways to stimulate the economy. That created a system of asymmetric incentives also known as moral hazard, which encouraged ever greater credit expansion. The system was so successful that people came to believe in what former US president Ronald Reagan called the magic of the marketplace and I call market fundamentalism. Fundamentalists believe that markets tend towards equilibrium and the common interest is best served by allowing participants to pursue their self-interest. It is an obvious misconception, because it was the intervention of the authorities that prevented financial markets from breaking down, not the markets themselves. Nevertheless, market fundamentalism emerged as the dominant ideology in the 1980s, when financial markets started to become globalised and the US started to run a current account deficit.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Globalisation allowed the US to suck up the savings of the rest of the world and consume more than it produced. The US current account deficit reached 6.2 per cent of gross national product in 2006. The financial markets encouraged consumers to borrow by introducing ever more sophisticated instruments and more generous terms. The authorities aided and abetted the process by intervening whenever the global financial system was at risk. Since 1980, regulations have been progressively relaxed until they have practically disappeared.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;The super-boom got out of hand when the new products became so complicated that the authorities could no longer calculate the risks and started relying on the risk management methods of the banks themselves. Similarly, the rating agencies relied on the information provided by the originators of synthetic products. It was a shocking abdication of responsibility.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Everything that could go wrong did. What started with subprime mortgages spread to all collateralised debt obligations, endangered municipal and mortgage insurance and reinsurance companies and threatened to unravel the multi-trillion-dollar credit default swap market. Investment banks' commitments to leveraged buyouts became liabilities. Market-neutral hedge funds turned out not to be market-neutral and had to be unwound. The asset-backed commercial paper market came to a standstill and the special investment vehicles set up by banks to get mortgages off their balance sheets could no longer get outside financing. The final blow came when interbank lending, which is at the heart of the financial system, was disrupted because banks had to husband their resources and could not trust their counterparties. The central banks had to inject an unprecedented amount of money and extend credit on an unprecedented range of securities to a broader range of institutions than ever before. That made the crisis more severe than any since the second world war.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Credit expansion must now be followed by a period of contraction, because some of the new credit instruments and practices are unsound and unsustainable. The ability of the financial authorities to stimulate the economy is constrained by the unwillingness of the rest of the world to accumulate additional dollar reserves. Until recently, investors were hoping that the US Federal Reserve would do whatever it takes to avoid a recession, because that is what it did on previous occasions. Now they will have to realise that the Fed may no longer be in a position to do so. With oil, food and other commodities firm, and the renminbi appreciating somewhat faster, the Fed also has to worry about inflation. If federal funds were lowered beyond a certain point, the dollar would come under renewed pressure and long-term bonds would actually go up in yield. Where that point is, is impossible to determine. When it is reached, the ability of the Fed to stimulate the economy comes to an end.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style=";font-family:&amp;quot;;" &gt;Although a recession in the developed world is now more or less inevitable, China, India and some of the oil-producing countries are in a very strong countertrend.
